Trash atm's not working, exorbitant fees, you can withdraw only a multiple of 20$

The worst bank I have ever experienced. The service is very poor, and the rules are incredibly stupid. I have been living in Costa Rica for the last five years, and I've been a resident for three years. When I went to the bank to open my account and provided them with my Cedula and other required information, they said they would visit my house to verify my residence. I've never encountered such rules before, and I asked why. They replied, "This is our bank policy," which seemed very strange to me. I mentioned that I have accounts with BN and Bac, and they didn't require such verification. However, they insisted that they couldn't do anything differently because of their bank policy. What's even more bizarre is that my friend, who has no income proof, no residency in Costa Rica, and doesn't even live here, was able to open an account at Lafise without providing any documentation of residency. She received an ATM card and had her account opened within two hours. She informed me that her friends had similar experiences with Lafise. So, why do these ridiculous rules exist?

Used this ATM on a Monday morning with my debit Mastercard to withdraw 100,000 CRC for a 3,950 CRC fee (~$8 USD). Convenient location, gave me my cash, and returned my card.
